荃湾实业总公司是惠州市政府为建设惠州港而专门成立的一家公司。公司成立初期没有任何资本,只有政府批准可以缓期交纳征地款的几平方公里荃湾半岛上的山地,政府给予的政策是“以地建港、以地养港”。几年来,公司通过资产经营的方式滚动开发,在山岭起伏,平均标高达50多米的半岛上,建成了3.5万吨级通用码头、油气码头各一座（泊位3个）,开挖了6公里长的航道、平整了1.5平方公里的土地,并使码头后方港区的水、电、路、讯均配套完工。1993年6月,经国务院批准,惠州港成为对外轮开放的国家一类口岸。目前,荃湾实业总公司已成为一个拥有资产3亿多元,控股资产达9亿多元的综合性大公司。总结公司这几年的经验,实行资产经营是公司能够迅速发展的主要原因,它始终贯穿着公司发展的整个过程。一、资产经营是低成本融资和迅速扩大规模的有效手段利用资产经营进行融资和扩大经营规模,荃湾实业总公司有过几次成功的策划和运作。1.成立荃湾实业联合总公司1992年初,荃湾实业总公司在资金上陷入了困境。一方面,港口建设正在紧张进行;另一方面,银行贷款已基本用尽,新的资金来源一时无法落实。这时恰逢小平同志南巡,新一轮经济升温在即,一些大的金融公司开始在惠州寻求投资机会。荃湾实业总公司抓住机遇,采取果断措施,将
