According to the ITAR-TASS website reported on December 3, 2013, Russian President Vladimir Putin has signed a presidential decree on the establishment of the United rocket space group (URSC). This is an important step toward the reform of Russia’s space industry. Under the presidential decree and the formation plan, the URSC will include most of the Russian aerospace industry companies and institutions, such as the federal state-owned enterprises, research institutes and joint-stock companies. The split Russian Space Agency will be responsible for the formulation of the national space policy and aerospace ground facilities management work. At present, the deputy director of the Russian Space Agency is carrying out the work related to the formation of the URSC and will be the candidate for the URSC leadership in the future
