1941年春天,汪伪政府在南京成立,流氓出身、曾拜青帮“通”字辈老头子李云卿为门徒的李士群,应运发迹,成立了汪伪特工总部,俨然如蒋介石身边的戴笠,由伪江苏省政府秘书长一跃继陈则民升任江苏省省长,首府设在苏州。他的特工总部下面,设区站两级,除南京外,上海有极斯斐尔路76号,无锡是新生一号(缪公馆),苏州为拙政园,这些据点都是当时捕杀抗日志士、爱国民众的魔窟。
