当前,各级政府围绕全面建设小康社会的总目标,把加快发展作为执政兴国的第一要务,深化改革开放、加大除旧布新力度,取得了一系列成绩。但是在经济快速运行和建筑业高速发展的过程中,因存在法律和观念的滞后、各管理层面考虑的内容和执行的着力点不尽相同等,而产生了很多矛盾和问题。我们必须正视这些矛盾和问题,否则建筑业的发展将受到干扰和制约,建筑管理部门的监督管理工作也更加被动。
At present, the governments at all levels have made a series of achievements on the overall goal of building a moderately prosperous society in all aspects, accelerating development as the top priority for governing and rejuvenating the country, deepening reform and opening up and intensifying efforts to remove old cloth. However, during the rapid economic development and the rapid development of the construction industry, many contradictions and problems have arisen due to the lag of laws and concepts, the consideration of management levels and the implementation efforts. We must face up to these contradictions and problems, otherwise the development of the construction industry will be disturbed and restricted, and the supervision and administration of the construction management department will be even more passive.
