要办好国营大中型企业,必须“充分发挥企业党组织的政治核心作用,坚持和完善厂长负责制,全心全意依靠工人阶级”。这“三句话”,是在总结国际和国内、历史和现实经验教训的基础上提出的,是对我国国营企业内部领导体制的科学的、全面的表述。它准确地反映了国营企业的社会主义性质,符合我国国情,也表达了企业广大干部和工人的共同心愿。目前,全国各地通过贯彻中央工作会议精神,进一步提高了对这“三句话”的认识,使国营大中型企业内部的关系进一步理顺,
To do well the state-owned large and medium-sized enterprises, we must “give full play to the political core role of the party organizations in enterprises, uphold and improve the system of director-director responsibility and rely wholeheartedly on the working class.” This “three sentences” was put forward on the basis of summing up international and domestic experiences and lessons from history and reality. It is a scientific and comprehensive statement of the internal leadership system of state-owned enterprises in our country. It accurately reflects the socialist nature of State-owned enterprises and is in keeping with China’s national conditions. It also expresses the common aspiration of the cadres and workers in enterprises. At present, through the implementation of the spirit of the Central Work Conference held throughout the country, the awareness of these “three sentences” has been further enhanced and the relations within large and medium-sized state-owned enterprises have been further streamlined.
