与生命同步,把握教育契机在北京,3岁以下的儿童大部分在家庭中养育,看护人多是隔辈的老人或是来自农村地区的保姆,他们缺乏对儿童进行早期教育的知识和能力。在独生子女家庭里,孩子缺少伙伴间的交往,这对他们健全人格的形成非常不利。加强0~3岁婴幼儿的早期教育是我国教育事业发展的迫切需要,也是提高人口素质的途径之一。幼儿园教育要与0~3岁婴幼儿的保育教育相互衔接,《北京市学前教育条例》在全国率先以立法形式把婴幼儿接受教育的法定年龄提前到0岁,并将0~3岁婴幼儿教育列入北京“十五”规划。
