在我国农业和农村经济进入新的发展阶段和加入世贸组织的新形势下,一家一户的小农生产经营方式已经不能适应市场经济发展和农业现代化的要求,需要引导农民按照合作制的方式自愿联合从事农业生产经营,成立专业合作经济组织。近几年来,仙桃市财政部门把大力发展农民专业协会和专业合作经济组织,提高农民组织化程度作为构筑新型市场主体,搞活农产品流通、增加农民收入的主要举措来抓,按照民办、民营、民受益的原则,全市支持先后组建了多个各种形式的专业协会和专业合作组织,有效地促进了地方农业经济的发展,提高了农业经济效益,增加了农民收入。
