种子是农业生产中基本的生产资料,农业增产与否是种子内因与外因共同作用的结果。种子内在质量和品质是内因,而栽培及气候等因素是外因,内因通过外因而起作用。因此,发生田间现场质量事故纠纷时,需要由种子质量鉴定机构组织专家到发生现场进行勘察、分析、鉴定,客观地、全面地判定造成减产的真正原因,浅谈哪些因素是经营者该承担的责任,哪些因素是使用者该承担的。不能盲目做出结论,以免给当事人、执法部门带来不应有的麻烦和经济损失。
