执政环境是党执政理论建设系统的基本内容之一,也是党提高执政能力建设必须关注的重要问题之一。这一术语在中央文献中的首次出现是由胡锦涛在2004年邓小平诞辰100周年的纪念大会中提出的。但学术界对执政环境的内涵及内容,执政环境的具体变化,执政环境变化对党带来的影响及其相应的对策分析等问题的研究早已展开,并取得一定的成绩。本文拟就近几年来学术界对这一问题的研究现状作一综述,以求对学术界以后开展执政环境的研究有所裨益。
The ruling environment is one of the basic contents of the system of the construction of the party’s governing theory and one of the important issues that the party must pay attention to in order to improve its governing capability. The first appearance of the term in the central document was made by Hu Jintao during his commemoration of the 100th anniversary of Deng Xiaoping’s birth in 2004. However, the academic circles have carried out researches on the connotation and content of the governing environment, the concrete changes of the governing environment, the influence of the governing environment on the Party and its corresponding countermeasures, and some achievements have been made. This article intends to summarize the research status quo of this issue in recent years in order to make some contributions to the academic research on the governance environment.
