一、“八五”期间房地产法制工作的进展情况“八五”时期是我国住宅建设和房地产业发展不平凡的五年,住宅建没和房地产业出现了前所未有的快速发展,房地产市场迅速发育。在这一时期也集中表现了新旧体制的磨擦,暴露了市场机制不健全和市场规则的不完善对产业发展的制约。法制建设是市场经济建设的重要内容,“八五”期间我们始终把法制建设作为头等大事来抓,把改革的成功经验上升为法律,并借鉴国外的经验,以建立基本制度,明确行为规范,规定管理程序为核心,从开发投资、交易管理、中介服务、产权登记、物业管理等多方面立制建章。几年来,国有土地有偿有限期使用制度,房地产价格评估制度,房地产价格评估人员资格认证制度,房地产成交价格申报制度,房地产产权登记制度等一系列基本制度的建立,规范了市场行为,加强了房地产
I. Progress of the Legal System Work During the Eighth Five-Year Plan Period The “Eighth Five-Year Plan” period is an extraordinary five-year period for China’s housing construction and real estate development.
