目的研究巴彦淖尔乌拉特前旗乡镇(苏木)卫生院卫生人力资源配置公平性,阐述其存在的问题,提出解决方案,为内蒙古少数民族地区基层卫生院卫生人力资源合理配置、和谐社会建设和政府决策提供科学依据。方法本次调查采用整群分层随机抽样的方法对巴彦淖尔市乌拉特前旗乡镇(苏木)卫生院2004~2008年五年间卫生人力资源配置情况进行调查,结果采用SPSS15.0软件进行统计分析,用数学软件Matlab7.0绘制Lorenz曲线并计算Gini系数。结果 2004~2008年五年间巴彦淖尔市乌拉特前旗乡镇(苏木)卫生院拥有卫生技术人员数先降后升;本科和专科学历人员数变化不大,中专学历人员数占有绝对比重,高中及以下学历人员数逐渐减少,但仍然占有较大的比重;高、中、初三级职称人员结构不合理,其职称以初级为主,高级职称缺如,无职称人员也占有较大的比重;31~55岁之间人员数占绝大多数,3 0岁以下人员数也占有较大的比重;医生资源按人口分布、地理分布的Gini系数为:0.32、0.39,公平性较好,护士资源按人口分布、地理分布的Gini系数为:0.6 0、0.5 3,公平性差距较大。结论 2004~2008年五年间巴彦淖尔市乌拉特前旗乡镇(苏木)卫生院在卫生人力资源配置方面取得了一定的成绩;同时也面临着卫生技术人员缺乏,学历、职称层次较低,总体素质不高,技术水平有限,护理资源配置公平性较差等诸多问题急需加以解决。

Methods The cluster stratified random sampling method was used to investigate the distribution of health human resources in Wulateqian Township (Sumu) hospitals in Bayannur City for five years from 2004 to 2008. Results In the five years between 2004 and 2008, the number of health technicians in Wulaqianqi Township (Sumu) hospitals in Bayannur City dropped first and then rose; the number of undergraduate and specialist qualifications did not change much, and the proportion of secondary school graduates accounted for the absolute proportion , Senior high school and below graduates reduce the number of educated, but still occupy a larger proportion of high, middle and junior level titles of personnel structure is irrational, the title to the primary level, the lack of senior titles, job titles also occupy a larger Of the total; 31 to 55 years old accounted for the vast majority of the number of personnel, under the age of 30 also accounted for a larger proportion of staff; physician resources by population distribution, geographical distribution of the Gini coefficient: 0.32,0.39, fairly fair The nurse resources are distributed according to population. Conclusion In the five years from 2004 to 2008, Bayannur City Wulateqianqi Township (Sumu) hospitals have made some achievements in the allocation of human resources for health. At the same time, they also face the shortage of health technicians, low level of education and professional titles, The overall quality is not high, the technical level is limited, and the fairness of the nursing resource allocation is poor and many other problems need to be solved urgently.
