连政办发[2017]114号各县、区人民政府,市各委办局,市各直属单位:航道、锚地及港池等港口水域畅通是港口通航安全的前提和持续发展的保证,也是口岸对外开放的窗口。为切实减少碍航情况发生,提升港口水域管理能力,维护通航安全,保证港口良好生产经营秩序,根据《中华人民共和国港口法》、《中华人民共和国航道法》、《中华人民共和国渔业法》、《中华人民共和国海上交通安全法》等法律法规,现制定以下意见。一、明确工作原则和任务(一)工作原则。加强港口管理,保证港口安全生产秩序,坚持统一部署、整体推进、突出重点、分类实施原则,确保港口水域通航环境持续好转,促进港口健康有序发展。
