全国去年棉花虽然增产丰收,但仍不足供应我国纱厂的全部需要,目前又处于新旧棉花青黄不接之际,各地棉农虽有存棉而不急于出售,致使全国纱厂原料供应更显困难。纱厂因此已开始停工。这样不但会影响到全国车民纱布供应和物价的稳定,而且也直接地关系到国家经济建设和国防需要。在此情况下,中央人民政府政务院于六月一日发布『关于购棉储棉工作的指示』,要在全国棉农中开展一个爱国主义的售棉、备棉运动,号召棉农将存棉按照合理价格立即售给国家。我们认为政务院这一指示是十分重要的,为了在我省很好地贯彻执行,特再作具体指示如下:
