低碳经济的本质是转变经济发展方式,突出低消耗、低排放、高附加值的现代服务业发展,注重新能源技术,节能技术的创新突破,这与上海转型发展要求高度契合,而加快转型发展则是上海率先建成低碳城市的必由之路。目前上海处于发展低碳经济的起步阶段,应聚焦重点,从关键性领域进行突破,进而推动全市低碳经济的发展。
