：
【摘 要】水利设施产权制度改革是经济体制改革的重要内容，是水利事业健康发展的客观要求。在论述了水利设施产权制度改革的必要性的基础上，介绍了产权制度改革的情况、效益、及改革坚持的原则。 【关键词】水利；产权；制度；改革 为了推进农村的可持续发展，进一步落实科学发展观，进而推动农村灌区灌溉管理改革，以适应西部大开发对于农业灌溉的要求，通过近几年在黄河灌区的实践，切实减轻农民负担，促进农村经济发展
