任何一个企业的安全管理都有一种模式,只是优劣不同而已,重要的是如何优化模式。优化安全管理模式首先是优化安全管理目标,在高水平的目标指导下优化安全管理体制与机制体系。安全管理目标对不同管理层有不同要求。政府部门实行宏观管理,可以用伤亡大样本的统计值作为基础,在强化管理,加大安全技术经济投入,提高人机环境系统本质安全化水平的前提下,制定先进的伤亡控制指标,作为政府的安全管理目标。企业应以事故为零作为目标,制定事故隐患辨识及治理标准,建立安全管理目标体系,不宜以伤亡指标分解作为企业
