通过对辽宁省75位专家的问卷调查,对老工业基地振兴以来的政策绩效进行了评价。问卷分析结果显示,振兴战略实施以来,辽宁老工业基地经济发展速度加快,综合实力明显增强;尽管国家振兴老工业基地的政策强调机制重建和增量注入相结合,但是在具体落实时,地方政府和企业较注重以项目为载体的增量注入,体制改革和结构调整仍滞后于发展需求;老工业基地振兴战略升级应以体制创新为突破口,以结构升级和布局调整为主线,以特点鲜明的区域创新体系构建为支撑,全面实现老工业基地经济社会发展机制的重建。
Through the questionnaire survey of 75 experts in Liaoning Province, the policy performance since the rejuvenation of the old industrial base was evaluated. The results of the questionnaire analysis show that since the implementation of the revitalization strategy, the economic development of Liaoning’s old industrial bases has accelerated and the comprehensive strength has been obviously enhanced. Although the state’s policy of rejuvenating the old industrial bases emphasizes the combination of mechanism reconstruction and incremental injection, in the concrete implementation, local governments And enterprises pay more attention to the project as a carrier of incremental injection, institutional reform and structural adjustment still lags behind the development needs; the revitalization of the old industrial bases should be based on institutional innovation as a breakthrough to upgrade, structural upgrading and layout adjustment as the main line, with distinctive features The establishment of a regional innovation system as a support to fully realize the reconstruction of the economic and social development mechanism of the old industrial base.
