当前我国水资源形势紧张,由水污染引起的水质型缺水已成为我国主要缺水形式之一。合同节水管理模式是践行“节水优先、空间均衡、系统治理、两手发力”新时期水利工作方针的一种创新机制。将合同节水管理模式应用于水环境治理及生态修复领域,将有助于缓解我国当前严峻的水资源与水环境形势。以护仓河水生态修复项目为例,研究探索合同节水管理模式在水生态修复领域的应用。就商业模式、技术集成模式、节水效益分享模式等进行论述,分析合同节水管理模式在水生态修复领域应用的优势。护仓河项目的成功实施,为全面推广合同节水管理模式在水环境领域的应用提供了实践经验。
At present, the situation of water resources in our country is tense. Water quality and water scarcity caused by water pollution have become one of the major forms of water shortage in our country. The contractual water-saving management mode is an innovative mechanism to practice the principle of water conservancy, “priority of water saving, space balance, system management, both hands and force”. The contract water-saving management model applied to water environment management and ecological restoration, will help ease the current grim situation of water resources and water environment. Take Wucang River Ecological Rehabilitation Project as an example, this paper explores the application of contractual water saving management in the field of aquatic ecosystem restoration. Discusses the business mode, the technology integration mode and the water-saving benefit sharing mode, and analyzes the advantages of the contracted water-saving management mode in the field of water ecological restoration. The successful implementation of the Huacanghe project provided practical experience for the full promotion of the contractual water-saving management mode in the application of water environment.
