为了不断加强我国环境污染的防治和监管,中央财政部门及省级财政部门都提供了强有力的资金保障。“十一五”期间中央财政环保专项资金在设立方向等多方面发生了变化,开始向集中支持、多方监管等方向发展。本文主要着眼于监督性监测性项目资金管理的变化,通过对其深入分析,了解这些变化对项目管理带来的影响。
In order to continuously strengthen the prevention and control of environmental pollution in our country, the central finance department and the provincial finance department have all provided strong financial protection. During the Eleventh Five-Year Period, the central government special funds for environmental protection have undergone changes in the direction of establishment and have started to develop in the direction of centralized support and multi-disciplinary supervision. This paper mainly focuses on the monitoring of the changes in the capital management of monitoring projects, through its in-depth analysis to understand the impact of these changes on project management.
