加强和深化社会管理创新是当前政府工作的重点。在这一领域,公共财政政策的作用表现为更好的配置社会公共资源、平衡社会分配机制以及为社会管理创新提供理论依据和制度来源。当前促进社会管理创新的财政政策应选择最为关键的四个“突破口”和着力点:加快推进以改善民生为重点的社会建设;支持建立与完善多元格局的社会管理机制;深化财政管理体制改革,支持地方政府在社会管理中充分发挥作用;向信息技术领域倾斜,促进虚拟社会治理等。
Strengthening and deepening social management innovation is the focus of current government work. In this field, the role of public finance policy is to better allocate social public resources, balance social distribution mechanism and provide theoretical basis and system source for social management innovation. The current fiscal policy to promote innovation in social management should select the four most crucial “breakthroughs” and focuses on accelerating the social construction that focuses on improving people’s livelihood; supporting the establishment and improvement of a multi-dimensional social management mechanism; and deepening the fiscal management system Reform and support local governments in giving full play to their role in social management; leaning toward information technology and promoting virtual social governance.
