The argument that “science and technology are the primary productive forces” seems to have been accepted by people today. It has been widely misunderstood for quite a long time that the scientific and technological achievements themselves are productive forces and need no development, promotion and transfer. In fact, the achievements in science and technology must go through development, promotion and transfer before they can become real productive forces in order to produce economic and social benefits.
