迄今为止,或许没有哪一种社会现实像农村的医疗问题一样让中央政府感到如此沉重的道义压力,也没有哪一项社会政策像农村合作医疗一样,包含了如此丰富的戏剧性变化。在经历了几十年的几起几落之后,农村合作医疗依然作为一项重要的制度安排,自2003年以来在全国590个县开展试点。及至今年两会期间,温家宝总理明确表示:各级财政将继续加大对农村合作医疗的补贴力度,而且要在2008年之前,将农村合作医疗覆盖80%的中国农民。中央政府的公开表态似乎让合作医疗走上了不许失败的不归路。这是国内和国际社会同时瞩目的大事,引发各方的密切关注是必然的。
So far, there may not be any kind of social reality that makes the central government feel so heavy moral pressure like the medical problems in rural areas. No social policy, like rural cooperative medical care, contains such a dramatic change. After several decades of declines, rural cooperative medical care is still an important institutional arrangement. Since 2003, pilot projects have been carried out in 590 counties across the country. During the two sessions this year, Premier Wen Jiabao made it clear that all levels of finance will continue to increase subsidies for rural cooperative medical care, and that before 2008, rural cooperative medical care will cover 80% of Chinese farmers. The open attitude of the central government seems to have made the cooperative medical carelessness go nowhere. This is a major event at the same time in the domestic and international community, and it is inevitable that it will prompt close attention from all parties.
