召开这次会议的背景有三个,一是我国加入世界贸易组织后,面对更加激烈的国际竞争,如何增强中国工业的国际竞争力;二是国有企业改革脱困三年目标基本实现后,如何巩固改革脱困成果,进一步深化改革和加快发展;三是中央提出“十五”期间要把发展作为主题,结构调整作为主线,整个工业战线面临很重的调整任务,如何实现在发展中推进结构调整,在结构调整中保持快速发展。对此,各方面有一点共识,就是要尽快形成
