党的十一届三中全会以来,随着经济体制改革的深化和社会主义市场经济的建立,农村集体经济不断壮大,群众基本上脱贫致富,党群、干群关系有了明显的好转。但由于各种利益调整所产生的新问题、新矛盾大量出现,各类信访问题也随之增多,我们只有认真研究农村信访的特点,掌握其规律,才能做好农村信访工作,切实解决群众反映的问题,保证社会稳定,促进农村经济发展。 一、农村信访反映问题的主要表现 1.农村财务不分开。有的村财务收支不明,透明度不高,多年不向群众公开账目及群众关心的问题,政务、村务公开栏形同虚设,不能发挥其作用,严重影响群众的生产积极性。部分村的民主理财小组也形同虚设,虽然理财时每张凭证上都盖有“民主理财小组印章”,却未能真实的反映理财的结果。有的民主理财印章不在群众推举出的理财小组长手里,而是由村干部保管,记账时,一齐盖上了印章,根本未经理财小组逐笔审核;另一方面,一些理财小组成员只挂职,不尽责。

Although every document on the financial management covers “the seal of the democratic financial management team,” it fails to truly reflect the result of financial management.
