房地产经济运行中的地方政府行为已成为众多学者研究的新方向,社会公众和学术界逐渐认识到地方政府是我国房价上涨的强大推动力,因而厘清我国住房价格背后的地方政府因素,有利于我国住房市场的健康发展。基于对已有文献进行梳理归纳,发现地方政府在制度、财政、政治等激励作用下,通过控制土地供给、扩大住房需求、引导银行信贷配置和弱化中央调控效果等方式助推房价上涨,以实现其利益最大化。
The behavior of local governments in the real estate economy has become a new direction for many scholars to study. The social public and academics have come to realize that local governments are a powerful driving force for rising house prices in our country. Based on a review of existing literatures, it is found that under the motivation of system, finance and politics, local governments help to push up housing prices by controlling supply of land, expanding housing demand, guiding bank credit allocation and weakening central regulation and control so as to achieve Its benefits are maximized.
