【目的/意义】泛在信息诉求带来政务信息资源价值的多维表现,用户可以构建价值面和量的“泛在”与价值层和质的“智慧”结合的认知图景。【方法/过程】本文在信息诉求分析基础上,从情境感知角度构建政务信息资源价值模型,阐释价值转换机理和实现路径。【结果/结论】研究表明,由“启智、融智和创智”构成“三智”价值层次模型。启智促使知识结构重组,融智构建问题方法论,创智满足学习型诉求。有构建智慧信息,开拓创新思维和激发情境融合等价值实现路径。 Purpose / Significance Ubiquitous information demands bring about the multidimensional performance of the value of government information resources. The user can construct the cognitive picture of “ubiquitous” of value and quantity combined with the value and quality of “wisdom.” 【Method / Process】 Based on the information request analysis, this paper constructs the value model of government information resources from the perspective of situational awareness, and explains the value conversion mechanism and its implementation path. [Results / Conclusions] The research shows that the value model of “Three Wisdom” consists of “Qi Zhi, Rong Zhi and Chuang Zhi ”. Enlightenment to promote the restructuring of knowledge, financial and intellectual construction methodologies, intellectual and learning to meet the learning needs. Have to build wisdom information, pioneering innovative thinking and stimulate the fusion of situations such as value realization path.
