在第29次全国邮电工作会议期间,本刊记者就如何搞好邮电企业等问题访问了辽宁省邮电管理局局长、中国邮电企协常务理事宫秉华同志。宫局长认为,搞好邮电企业,关键是要练好内功,强化管理。中央工作会议决定从改善外部环境和挖掘内部潜力两个方面,采取多种措施搞好国营大中型企业。邮电企业的外部环境如何?我认为,比起一些国营大中型工业企业来说,要好得多。近几年来,国家给了邮电企业一系列优惠政策,确定了“四个一起上”
