一、开展“招商年”活动。今年全区二、三产业加快发展的重点是优化投资环境,大力开展“招商年”活动,使区位优势转化为经济优势。招商活动的主要内容是:第一,创造招商的基础条件。抓紧做好工业园区的规划编制,并制定吸引投资的政策措施。第二,确定招商重点。全区工业经济以家具业为招商重点;三产以城市区域开发和社区服务中的重大项目为重点。同时在严禁引进污染项目的前提下,按照有利于扩大就业、涵养税源的原则,做到兼收并蓄。第三,组织招商活动。要按照“有目标、有重点、有准备、有效果”的要求,周密部署安排,防止搞形式主义。原则上,出国和国内大型招商由区统一组织,各乡镇、街道要先近后远、有针对性地组织。第四,拓宽招商路子。注重以商引商、以外引外,探索委托招商、代理招商和网上招商等多种办法,使招商工作更为简便、更有成效。
