随着改革的深入,城市传统管理体制中的条块分割状态逐步被打破。社区面临着“一变五增”的新情况,即老体制下的职工逐步弱化了对单位的过分依赖,由“单位人”向“社会人”转变;新兴的多种所有制成份的“无主管”企业增多;外来人员、流动人员的比例增加;下岗、失业人员增多;老龄人口增多;贫困人群等问题增多。这些变化,要求今后的社区管理和服务,必须突破原来较为狭窄的范畴,面向工作和生活在城市社区的所有单位和人员,也要求所有居住于社区的单位和人必须强化属地化与社区制意识,自觉地把自己生活的社区性为参与社会活动、实现自身权益、形成社会整合的重要基地。
