信息时代必将带来产业形态变化,法规制度需要积极适应这些变化。专车、快车、顺风车为用户带来方便,创造了就业机会,却在全国各地屡屡被限制甚至取缔。这是一个信息时代的问题,关键在于政府权力的边界。互联网带来的改变既深且广,像覆盖地球的大风,吹动了人们的行为习惯、思考方式,社会的结构,组织的形态。制度本是人造物,没有先验的属性,无须膜拜,应该随着人的需求改变。
