第一章总则第一条为保障城镇从业人员退休后的基本生活,根据国家有关法律、法规,结合海南经济特区实际,制定本条例。第二条本条例适用于海南经济特区城镇下列人员:(一)企业的从业人员;(二)国家机关、事业单位和社会团体的从业人员;(三)部队所属用人单位中无军籍的从业人员;(四)个体经济组织的从业人员;(五)退休人员。离休人员按照国家有关规定办理。第三条建立基本养老保险制度。基本养老
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant state laws and regulations and in the light of the actual situation of Hainan’s special economic zones in order to guarantee the basic livelihood of urban employees after their retirement. Article 2 These Regulations shall apply to the following persons in cities and towns in the special economic zones of Hainan: (1) practitioners of enterprises; (2) practitioners of state organs, institutions and social organizations; (3) non-military practitioners (4) Practitioners of individual economic organizations; (5) Retired persons.
