尽管“可持续发展”已被确立为人类未来新的发展模式,但对这一概念的理解却仍存在很大的模糊性.本文在给出“发展”和“可持续性”概念明确定义的基础上,从可持续性在时间尺度和空间尺度上对发展效应的限定出发,对可持续发展概念做了明确的界定.并认为,可持续性在时空尺度上对发展负效应的限定实际上是对实践主体行为公平性、协同性和高效性的规范.
