改革开放以来,随着公路建设发展速度的加快,对资金的需求量也在不断上涨,老旧的集资方式已经不能顺应现代公路建设的发展趋势。PPP模式虽然在对社会资本投入的吸收方面很有成效,但其自身也有少许的不足。基于此,本文以公路建设发展中产生的PPP模式目前的状况为基础,提出其中存在的不足,并对怎么弥补解决不足以及如何更好地运用PPP模式展开研究讨论。
Since the reform and opening up, with the rapid development of highway construction, the demand for capital is also rising. The old fund-raising methods have been unable to comply with the development trend of modern highway construction. Although PPP mode has been very effective in absorbing social capital investment, it has a few deficiencies by itself. Based on this, this paper proposes the existing problems based on the current situation of PPP mode in the development of highway construction, and discusses how to make up for the insufficient solution and how to make better use of PPP mode.
