我受林业部领导之托,参加云南省委、省政府召开的为落实林业十年规划和“八五”计划的规模盛大的全省林业工作会议。这次会议准备充分,开得成功。这里我首先对大会表示最热烈的祝贺。“七五”期间,云南省林业生产建设取得了很大成绩。全省造林绿化有了新的发展,森林“四防”有了加强;林种结构逐步改善;节柴改灶取得了成效;森工企业在困难中保持了稳定和继续作出贡献;林业基础建设有较大发展;林区秩序逐步稳定;森林赤字在下降;森林覆盖率在上升。大量事实表明,
