Environmental pollution is a major public hazard nowadays and also one of the important reasons that affect the sustainable development of our economy. At present, the overall level of environmental pollution in China is equivalent to the level of the developed countries in the 1960s. The environmental pollution and ecological damage have caused the loss of 200 billion yuan annually. In 1993, the national emissions amounted to 11.0 trillion cubic meters and the discharge of waste water was 35.56 billion.
