邓小平对社会风气治理进行了长期的、有益的探索。回顾历史,邓小平科学地总结了新中国成立初期社会风气治理的经验:把党的作风建设放在关键位置;把人民群众作为社会风气治理的依靠力量;社会风气治理必须要从青少年教育抓起。他高度评价了当时社会风气治理的历史意义,认为这些经验为改革开放以后社会风气治理提供了借鉴。立足现实,邓小平积极探索改革开放环境下社会风气治理的新思路:把发展经济、改善民生作为社会风气治理的物质基础;把改善社会风气作为社会主义精神文明建设的重要目标;形成并确立党风、军风、民风、学风“四位一体”的社会风气治理总体布局;在社会风气治理中把法制和教育这两个手段结合起来;大胆借鉴其他国家社会风气治理的好经验、好做法。展望未来,邓小平对社会风气治理提出了新的要求和期望,强调要充分认识到社会风气治理的长期性和艰巨性,不断加强和改善党的领导,在改革和发展中不断推进社会风气治理的进程。邓小平对社会风气治理的探索对于推动当前国家治理体系和治理能力现代化具有重要的现实意义。
Deng Xiaoping conducted a long-term and beneficial exploration of social ethics governance. Historically, Deng Xiaoping scientifically summed up the experience of founding of New China’s social climate governance: the Building of the Party in key positions; rely on the power of the people as a social climate governance; social climate control must start from youth education. He spoke highly of the historic significance of the social ethos governance at that time and held that these experiences provided reference for the social ethics governance after the reform and opening up. Based on reality, Deng Xiaoping actively explored new ideas for governing social ethos under the environment of reform and opening up: taking economic development and improving people’s livelihood as the material basis for governing social ethos; improving social ethos as an important goal of socialist spiritual civilization; and forming and establishing a party- , Military style, folk style, style of study “four in one ” social ethics governance overall layout; combine the legal system and education in the social ethos governance; boldly learn the good experience and good practice of social ethics governance in other countries . Looking ahead, the social climate control for Deng Xiaoping put forward new demands and expectations, he stressed the need to fully understand the long-term and arduous social climate control, continue to strengthen and improve the Party’s leadership in the reform and development continue to promote social climate governance process. Deng Xiaoping’s exploration of the governance of social ethics is of great practical significance in promoting the current state governance system and the modernization of governance capacity.
