2003年1月5日,全国人事厅局长会议在北京召开。会议指出,经过多年的努力,我国的人才队伍建设取得了很大的成绩,人才队伍整体实力有了很大提高,市场在人才资源配置中发挥着越来越重要的作用,人事人才对外交流合作领域不断扩大,初步形成了一支规模宏大、门类齐全、素质优良的人才队伍,基本建立了与市场经济体制相配套的人事管理制度。但是与当今知识经济发展和经济全球化特别是我国加入世贸组织要求相比,我国人才队伍的数量和质量还不能适应新世纪的挑战,人才结构性矛盾依然存在,人事法制建设还显滞后,人事管理制度改革尚待完善。 党的十六大提出了全面建设小康社会的宏伟目标。实现这一宏伟目标,教育是基础,科技是核心,人才是关键。为此,必须坚持以邓小平理论和“三个代表”重要思想为指导,坚持“尊重劳动、尊重知识、尊重人才、尊重创造”,
January 5, 2003, the National Personnel Commissioner meeting was held in Beijing. The meeting pointed out that after years of hard work, great achievements have been made in the building of a contingent of talents in our country. The overall strength of the personnel has been greatly enhanced. The market is playing an increasingly important role in the allocation of human resources personnel. Foreign personnel exchanges and cooperation The field continues to expand, initially formed a large-scale, comprehensive, high-quality personnel, basically established with the market economy system of personnel management system. However, compared with the current development of knowledge-based economy and economic globalization, especially the requirements of China’s accession to the WTO, the quantity and quality of the contingent of talents in our country can not meet the challenges of the new century. The structural contradictions of personnel still exist. The building of personnel legal system lags behind. The management system reform needs to be perfected. The 16th CPC National Congress set forth the grand goal of building an overall well-to-do society. To achieve this grand goal, education is the foundation, science and technology are the core, and talent is the key. To this end, we must persist in taking Deng Xiaoping Theory and the important thinking of the ’Three Represents’ as our guidance, and adhere to the principle of “respecting labor, respecting knowledge, respecting talents, and respect for creation”
