早在1980年4月5日,邓小平同志在与中央领导同志的一次内部讲话中即提出了中国住房改革的总体设想。 他说:要考虑城市建筑住宅、分配房屋的一系列政策。城镇居民个人可以购买房屋,也可以自己盖。不但新房子可以出售,老房子也可以出售。可以一次付款,也可以分期付款,十年、十五年付清。住宅出售以后,房租恐怕要调整,使人们考虑到买房合算。因此要研究逐步提高房租。房租太低,人们就不买房子了。繁华的市中心和偏僻地方的房子,交通方便地区和不方便地区的房子,城区和郊区的房子,租金应该有所不同。将来房租提高了,对低工资的职工要给予补贴。这些政策要联系起来考虑。
