各公司厂矿及专、县、工矿区统计数字为计划经济的依据,所以实行经济核算制,非加强统计工作不可。本府奉到中央财政经济委员会实施全国公营及公私合营工矿企业定期统计报表制度办法和编制说明后,即由本府财经委员会通知工业厅执行在案。兹据该厅报告:在执行过程中,曾组织统计委员会先由厅内办理统计人员分组研究,对报表内容及编制说明作深切的了解,并先后召集市内外公司厂矿人员开就计会议三次,布置了初步工作。在与会人员中,反映了少数厂矿对此项工作之重要性有相当之了解外,其余大多数厂矿,尤其在市外的厂矿,其领导上尚无明确的认识,因之,表现了不重视的现象。兹为贯澈中央此项工作的精神,俾能按期报送,决定:
