本文基于公民权、民主和为公共利益服务的新公共服务理论的核心思想和理念,针对社会突发性公共事件的特征与造成的不良影响,认为我国目前社会突发性公共事件的防范与应对主要存在着管理理念偏离,事前防范缺失和事件发生后应对机制不健全等问题,提出转变政府管理理念强化政府公共服务职能、创新民意表达机制加强政府回应力、整合各方参与主体,完善应急管理体制的建议。
