党的十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》,明确提出了全面推进依法治国的指导思想、总体目标、基本原则,提出了关于依法治国的一系列新观点、新举措,对科学立法、严格执法、公正司法、全民守法、法治队伍建设、加强和改进党对全面推进依法治国的领导作出了全面部署,回应了人民呼声和社会关切,是指导新形势下全面推进依法治国的纲领性文件。笔者认为,提高领导干部的法治思维能力应从以下几方面入手:加强法治教育,增强法治观念。法治理念是法治思维的基础。社会主义法治理念主要包括依法治国、执法为民、公平正
