在直属海关领导班子和干部队伍建设已经取得明显成效的情况下,海关基层建设已经成为海关队伍建设的一个重点。 在不久前召开的全国海关基层建设工作会议上,海关总署署长牟新生指出,海关基层建设的目标是:努力把海关基层单位建设成为“政治坚强、业务过硬、执法公正、服务高效、管理严格、保障有力、监督有效、为政清服”的坚强集体。 基层海关单位是指隶属海关、办事处、侦察支局以及其他具有相对独立的执法和行政管理职能的处、科级单位。基层海关单位处在国家进出境监督管理的最前沿,直接承担进出境监督管理的实际工作,是海关联系群众、联系广大进出口企业、联系社会各界的“窗口”。 海关实行垂直领导体制,各级海关依法独立行使职权,向海关总署负责。在这个垂直领导体制下,海关工作形成了总署决策、直属海关管理、基层海关执行这三个层面。身处业务一线的海关单位就像海关系统的神经末梢,是许多问题和挑战的直接面对者,也是根据上层指令解决问题的主要执行者和责任者。
