一、问题的提出现代社会在快速发展经济的同时,也在以前所未有的速度破坏着人类赖以生存的环境。环境问题已成为人们关注的焦点,为了合理利用资源,保护生存的环境,一系列环境法相继出台。英国标准协会制定了全球第一个环境管理体系标准(BS7750),它对公司环境管理系统的开发、实施及维护都提出了明确要求,敦促公司实现其确定的环境目标和政策。欧盟在1993年发布了另一套环境管理及审核体系(EMAS),鼓励成员国企业设立环境目标,并由外部独立审计师验证其执行结果,为合格的企业颁发“绿色证书”。国际标准组织(ISO)也颁布了ISO14000系列作为环境管理
