互惠互利是建立WTO共同行为规范、准则过程中的基本要求,这种互惠原则主要通过以下几种形式体现: (一)通过举行多边贸易谈判进行关税或非关税措施的削减,对等地向其他成员开放本国市场,以获得本国产品或服务进入其他成员市场的机会。 (二)在现实中,一国或地区加入WTO后,其对外经贸体制在符合《1994年关贸总协定》、《服务贸易总协定》及《知识产权协定》规定的同时,还要开放本国的商品和服务市场。
The principle of reciprocity and mutual benefit is the basic requirement in the process of establishing the norms and guidelines for the common conduct of the WTO. Such principle of reciprocity is mainly reflected in the following forms: (1) Reducing tariffs or non-tariff measures through multilateral trade negotiations, Members open their markets to gain access to their own products or services to other member markets. (2) In reality, after a country or region joins the WTO, its foreign economic and trade system, while complying with the provisions of the General Agreement on Tariffs and Trade 1994, the General Agreement on Trade in Services and the Agreement on Intellectual Property, will also open its own Goods and services market.
