1999年,是本世纪最后的一个年头。全年已过大半,瞻前顾后,似有许多话要讲。世纪末的1999年实在是不一般。从表面上看乃是政治上风风火火,经济上平平淡淡。有实为证: 一月、二月、春节前后,是惯例的“会议月”。中央开会,部委开会、省市开会,总结去年、展望今年、表扬先进、制定计划。爆竹声中,歌舞升平。 三月,“两会”一年一度,代表委员进京,大会报告,小会讨论,慷慨陈词、针砭时弊,中外媒体,蜂拥采访,引得世人瞩目。 四月,江泽民飞意大利等欧洲三国开展大国外交,李鹏欧亚六国行,开展议会外交,朱镕基访美勇闯地雷阵,与克林顿唇枪舌剑,谈WTO。
