1931年1月委员会起草的拼音方案由莫斯科拉丁化小组讨论通过,提交全苏新字母中央委员会科学会议审查。科学会议、全苏新字母中央委员会本身和其他组织都详细地讨论了这个方案。科学会议坚持把汉语拉丁化方案与在苏联采用的其它拉丁化方案统一起来,主要是用“带尾巴的字母”—(?),(?),(?),η来代替双字母ch,sh,zh,ng。但是不可能同意采用变音符号和一般汉语拼音字母中拉丁字母里所缺少的新符号。在创拟拉丁化字母方案的时候,瞿秋白同志、吴玉章同志以及其他中国同志是考虑到它不仅要在苏联的中国人中间,而且还要在中国推广。而中国那时的条件也仅仅能利用一般的拉丁字母,而主要的是可以利用任何拉丁字母打字机。此外,起区别作用的字母h和g(在ng中)在必要的场合下,总是可以砍掉并代替“带尾巴的字母”的。
