完善社会保障体系是治国安邦的根本大计。2000年,国务院组织专门力量起草了《完善城镇社会保障体系的试点方案》,报党中央批准后,在辽宁省先行试点。辽宁社会保障试点工作自2001年7月正式启动,经过1年半的精心组织实施,已取得很大成效。今年1月,总理办公会议讨论决定,分期、分批地扩大试点。选择辽宁省进行完善社会保障体系试点,是党中央、国务院的一项重大决策。试点工作从酝酿、谋划到论证、实施,前后已经历3年时间。
Perfecting the social security system is the fundamental plan for running the country and bringing peace to the country. In 2000, the State Council organized a special force to draft the “Pilot Program to Improve the Urban Social Security System” and piloted it first in Liaoning Province after its approval by the Party Central Committee. Liaoning Social Security Pilot Project was officially launched in July 2001, and after a year and a half of meticulous organization and implementation, great achievements have been made. In January this year, the premier office meeting discussed and decided to expand the pilot program in stages and in batches. The selection of Liaoning Province to perfect the social security system pilot program is a major policy decision made by the Central Party Committee and the State Council. Pilot work from the brewing, planning to demonstration, implementation, before and after has experienced three years.
