西宁市、各自治州人民政府,海东行署,省政府各委、办、厅、局: 为加快我省非公有制经济的发展,省政府下发了《关于大力发展个体私营经济的决定》,各地区也为贯彻《决定》制定了一些措施和实施办法,使我省非公有制经济有了较快发展。但是,“乱收费、乱罚款、乱摊派”问题屡禁不止,严重困扰着非公有制经济的发展。根据省政府领导的批示精神,现将办公厅督查处《关于落实省政府领导对我省非公有制经济“三乱”问题批示的督查报告》(督办[1999]12号)转发给你们,请各地区、各部门务必高度重视本地区、本部门存在的“三乱”问题,并结合当前正在进行的“三讲”教育,采取有力措施,彻底治理“三乱”问题,为我省经济发展创造良好的环境。今后如继续发生这方面的问题并造成严重后果的,要追究有关领导的责任,并及时予以公开曝光。
