科技发展政策是各国政府基于国家目标、环境、资源的考虑,为促进科技发展所制订的政策。科技政策是政府参与、支持科技活动,以便有效运用科技资源的手段。科技发展政策的范围通常包含:科技政策的形成、发展重点的选择、科技计划的推动、科技机构的配合、科技策略与措施,等等。
Science and technology development policy is a policy formulated by governments of all countries on the basis of consideration of national goals, environment and resources, and development of science and technology. S & T policy is a means by which the government can participate and support scientific and technological activities in order to make effective use of scientific and technological resources. The scope of science and technology development policies usually includes: the formation of science and technology policies, the choice of development priorities, the promotion of science and technology plans, the cooperation of science and technology agencies, science and technology strategies and measures, and so on.
