On March 26, the Economic and Trade Office of the State Council and the State Economic Restructuring Commission jointly issued the “Regulations on the Implementation of Product Structure and Organization Structure Adjustment by All-State-Owned Industrial Enterprises.” The “Provisions” are formulated to promote the rational flow of stocks of production factors in industrial enterprises, establish the mechanism for survival of the fittest by the enterprises, speed up the industrial structure and enterprise product structure, structural adjustment and economic benefits, formulated in accordance with the Regulations on the Conversion of Operating Mechanism for State-owned Industrial Enterprises
